Looking for an RSPS programmer

I'm a General in a fairly successful dice clan: http://www.coradyce.com/

Under instruction of the owner of the clan, I'm searching for someone who can program a very small private server, for only dicing purposes.

We need a very simple private server where most ordinary runescape gameplay is restricted. We would like an isolated area, perhaps an island. (to avoid people wandering around)
No combat, no skilling, just accounts and dice bags. (2, 6 sided-dice and percentile dice)

We would also like a method of keeping track of any money added to the server by specific server admins. To keep track of all money going in, and coming out of the server.

It must be a server that runs in browsers.
