I need something basic and cheap. It does not need really much effort for a good builder.

Try Dreamviewer, but it's actually a WYSIWYG ( what you see is what you get) editor and requires at least HTML basics.

I suggest that you check out the website builders from this resource . From my own experience I can recommend you to test out Wix or Weebly, as both of them are probably the easiest website builders to use in my opinion. Anyway good luck!
