Locked - what to do?

Hi,

My account recently got perm banned with 10 black marks, appealable. I appealed and it got locked. I recovered the account, so it changed his password, but it's still locked.

Now I want to know:

-Will my account get out of that locked stats soon? (or ever)
-Could anyone speed this up for money?
