Searchy sending payments with outdated/wrong rates

Explanation of the trade: Sold him 2500M OSRS @ 0.59$/m BTC, which would be 1475$. Actual amount received was only 1458.1$.

Amount scammed: 16.9$

How they scammed: 2500m x 0.59$/m is 1475$, he did not refresh the BTC rate before sending so it was outdated and only 1458.1$ was actually sent. Also, it was sent from Blockchain to Blockchain so there couln't be any difference in price, which could occur when sending from another exchange with a little different price.
After days of explaining the mistake to him he still refuses to pay.

Him confirming it is a Blockchain to Blockchain transaction so there can't be so big price difference, unless rates are not refreshed.

As the usd price of bitcoin fluctuates literally every tick it is actually very possible that the correct amount was sent from Searchy's end. Unless you agree to a specific amount of BTC in exchange for your GP, there's nothing we can do here
