I want to buy set #1. Is it safe to buy? Will I get the items and what are the requirements for the fire cape?

That shit usually takes forever to get. I've used them a few times. They usually get it but it takes them a long ass time.

Requirements:43+Prayer 70+Ranged and 40+defence

What is considered a "long ass time"?

I bought 15m with a free bonus of 4m and it took them 6 days.

Alright I think ill just get the Sara Sword for $17 because I dont have 70 range for the cape >.<

Good luck.

Essentially they'll just gold farm for you until you can afford the sword, then they'll go ahead and buy it.
