    I'm not seeing it, and I'm about to get 70 prayer. Do I just need to do the mini-quest?

    I can personally verify that it is still a quest because I just completed it for a friend this morning. Although I may be beating a dead horse, as the others said you probably just have your filter on and do not have the requirements yet.
