Why do you think they are ban evading:

Unsure if this is enough but thought it was worth looking into.

Two IP audit matches with account Not a Pker so suspecting King of Jad is using a VPN
It looks like each IP King of Jad has posted on has been a single session on the website just to bump his threads
King of Jad was last active on forums ~10-15 minutes after Not a Pker was last active/got banned

Trends in layout of threads (whole threads in bold, similarities in spelling/grammar especially use of 'u')

 

Banned, he can dispute via home IP atleast for sure. IP matches were either VPN's or mobile matches.
