If you read the rules sticky in that section, you would have seen that what you said was against the rules. It is your own fault that you didn't read the rules. You would do well to read them in the future.

Sectionals can't infract globals. Only other globals/admins can. And I'm the moron ?

Thats true. I've had mods say 'Lol' and such to reports against other mods.
