After a lengthy period of inactivity, Jacob became active once again right after Hotel was banned, and has been accused of scamming as well as accused of using the account login info that matches Bright Lights on the list, which is Rs Hotel's profile from a few vaders ago. Doubt it's coincidental and IPs should match.

You're basically reiterating what was already said on the scam report you linked. Unfortunately nothing can be done without proof of Skype ID.
