    Issues with offering a refund to an inactive member.
    Hi after a dispute was filed we came to the conclusion that I owe a user a refund but I can't contact him since he hasn't been on Skype in nearly two months and I can't message him via the site because or the ban. Is it possible to pay the owed money to a moderator and then refund him if he ever becomes active?
