He doesnt want to go first, he doesnt want to use a middleman.
so he want me to go first without having a single vouch? so he can scam me?
most of forums i have been part of would give this guy a twc.
he probably doesnt even have money.

there's nothing that says he has to go first or use a mm, so he's not getting twc'd for that. but if he isn't willing to prove he has the goods that constitute his end of the deal, i'd request twc for that on top of the other things
