Is this normal? (GLITCH)

[Woeisme]

So i logged into one of my noob accounts just now
and it appears that I am standing in a spot in Falador by the
west bank that I cannot get out of unless I Teleport.
I assume it is a glitch that since i was standing in a
certain spot before the update and like a year later a
building was moved there.
I don't know. Thought's? Opinions?

How does this happen... Is it just luck?

This happened to a few people when they teleported everyone near banks on the release of EoC.
