Is this a phinish link?

[N0t-L3g4l]

A dude just added me, and told me he would sell an upgrade.

He gave me a link to a vouchthread (it looked like inpherus's vouchthread, but without the sythe.org fourums, user CP, FAQ and so on at the top.

So is this a phinish link, and if it is, then what do i do?
