He obviously account shares. He has some sort of rotation schedule that when he's not playing someone else is.

I voted for option 4 because it seemed funniest and I have never heard of Skiller 703.

 

If he got 99 dungeoneering that fast and remained unbanned, than it must mean he actually did it legit and is a no lifer.

 

He remained in his clan chat ( from what I've heard ) while 24/7 dungeoneering.
He probably account shares with some people, and they all took turns dungeoneering. No way can one person get 99 that fast.
