Hello,
I had already opened a dispute about this issue and was told in the answer post to use a proxy. I did this already but it keeps saying the same thing and it won't let me create an account, it says an account has already been opened from my IP.

We can't create an account for you because we would have the same problem and it's highly recommended we didn't. Try find a proxy that hasn't been used.
