Ip banned? - sometimes?

I can't see "certain" threads or post in certain threads without seeing a "You are IP banned contact an administrater if you think this is mistake contact an administrator" sort of message?
I contacted the administrator no reply, I haven't really done anything on this site idk how I could be IP banned on only some of the forums?

I keep getting this when I try to save my profile...

doesn't make sense anyone having same problem?
