Need a Avatar and Signature

Im looking to have an Avatar made and a Signature made as well. I made this account with an ol silly name, I was wondering who would be able to turn it into a really good flowing graphic that fits the name.
Like some chubby viet guy with a rice hat but make it look cool haha, i dont wanna be embarrassed. For the signature something along those lines but unquie and sick. Also to promote my OSRS Gold/OSRS Skilling/OSRSQuesting and a Vouches part they can click on. Please let me know a price range not rich aha. I dont want to offend anyone but would someone be able to the kindness of their heart for christmas and new years help me out with one? one with like moving, I have about 5$ or so, I know its not much but I didnt get much for christmas,
