    Reasoning for request:
    This user came to buy some BTC off me. Due to some issues from PayPal in past I decided to put in some advanced security measures in place.

    I asked him if he was paying in PP Balance, he said sure, then when I asked for proof he couldn't provide it.

    He didn't scam me but I don't believe he has PayPal balance available funds to be able to send for the BTC.

    I'm requesting a TWC UNTIL he can prove to a mod/admin that he actually shows a mod/admin over some kind of streaming sharing platform or something that he does hold the $160 PP balance
