Why you think they are ban evading (just an IP audit match is NOT ENOUGH!:
Has an ip match with a lot of banned accounts, also an active account with a TWC. He rents out his max main on all accounts, multiple threads of the same account.
Definitely vading the TWC, maybe using a vpn, or just has that many banned accounts..
