I don't see why people having a right to religious values should allow a government to decide to overturn their request for citizenship, and have parents fined for apparent no participation in curriculum.

The problem is striking a balance and also actual assimilation. A population with their culture immigrating to a nation-state yet refusing to assimilate into the culture itself effectively establishes a smaller nation (however small) within the nation-state.

Religious customs do not trump secular law.
