ICC refund for account recovered

Account was returned to me via @Icc and said it was his mistake
Given the circumstances with another account that was OO by ICC and his TWC that had occurred after my purchase I informed @video via discord after the incident. He said I had an admin approved refund.
I contacted ICC via discord and he said he would refund me but it would take some time he said by mid sept.
On sept 13th ICC said he didn't have the refund yet. he offered to let me keep the account as well as the refund because of the wait. He said the refund would be sent by end of Sept start of Oct.
Since the 29th I have gotten the run around about the refund from saying "Give a day or 2" and "Tomorrow end of the day Ill have it just received a message"
He has said he has the eth to refund but hes waiting for confirmations, then apparently his friend has to send it and now hes "having legal troubles with it" its been a back and fourth so I figured I should make a report to document what has happened.
Originally I waited and had video approve this via discord so I didn't think I needed to make a report but it has gone on for so long I wasn't sure what else to do.

Sorry if this report isn't perfect its the first one I've had to make throughout my years on sythe. If you need any clarification or screenshots of specific things I would be happy to post them. Also I don't think @Icc will deny any of this as he has been in contact every now and then throughout this process I am just tired of getting the run around about getting the refund.

I do not provide any recovery information when I sell accounts. I also retain the registered email on the accounts at all times. This is ultimately for your security and to make my life much easier; should something happen to the account such as a lock, then it is a simple matter to unlock the account.

Should you wish to sell your account, I will buy it back at any time. This is something that many account sellers simply do not offer but I do not at all mind buying back these quality accounts should you get bored, need money, etc. You will receive 50% of the proceeds from sale. This will be paid after I list, sell, and transfer the account to another party.

If you wish to sell your account at all, you must sell it to me. It is an unnecessary hassle for me to keep track of buyers of buyers and for security I require that all account sales and resales be done with me as the primary seller. I can assure you I will get more for the account than you would be able to and this also means you don't have to bother finding a buyer yourself. This is ultimately win-win for everyone.

I offer 100% refunds on any account that gets recovered after you buy it, if a recovery occurs within 6 months of the purchase. After 6 months I am not responsible for anything that happens to the account.

I will not be responsible for any bans/mutes on the account after purchase. If account gets banned/muted I keep all the money.
