Call your ISP and request a dynamic IP.

No. they don't. They must of thought that Racendor was sending too many payments out. So they limited the account untill Racendor gets verified. Also Racendor, you can't use the same card on a different account. When I used PP I tried doing that aswell, but it will just say "This card is already registered to another PayPal account". So my guess is that, get a new card or get verified. Easy.
