Ban evading means you were previously banned and are using another account.

Your previous ban dispute can be found here: http://www.sythe.org/dispute-forum-archive/1721562-wrongfully-banned.html

Your story of paying back the 300m did check out, but you were also banned for impersonating another user, which I'm afraid isn't allowed. http://www.powerbot.org/community/topic/1191281-ban-appeal-cyclops727/

You're free to post a pardon, please be sure to read the stickies first.

Can you provide proof of the other user asking you to post the advertisement?

I'm finding no other match between you and the user RPSalesman besides that advertisement. You've only posted that skype one time and advertise your own skype on any other thread you've made. The account dates don't match up and your story seems to check out on elitepvpers http://www.elitepvpers.com/forum/league-legends-trading/2830423-selling-10-rp-cards.html.

I'm going to request a lift for your ban and give you an infraction for posting on behalf of a banned user. You're not allowed to post on behalf of this user or any other banned users in the future, doing so will most likely result in a ban.
