I Can't register. Same IP..?

How do I not come back if I wasn't here to begin with? I'm not posting a unban request, or a pardon, I don't even know who the account was. Looking at it, it would have to be one of my IRL friends that made the account at my house seeing as how it is on my (grandmothers..?) IP and they used the name "Evan" which is my IRL name. I don't even believe in the buying or selling of virtual goods, I just wanted a forum community that I could post some PK videos on and have a good time. But apparently, for an account that looks like its been banned for over 2 years (as for the 2 posts I can see without an account) I'm failing to see why some random person would be the judge on if I could participate in a community.

So I ask you again. Who is this account? Why am I responsible for my own IP when anyone with basic knowledge could jump on to any WIFI connection? And why does someone being banned 2+ years ago off my IP have anything to do with me?

Everyone is responsible for their own IP address no matter what. If we bend the rules for you, we have to do the same for everyone else, which would unban tons of scammers.
