    Is hunting black chins still worth it? Or is it just flooded with pkers now?

    Worth it if you can pk. Just camp there with black dhide, serp helm, ags, msb, etc and chin hunt. When someone fucks with you fight them.

    What does skulling actually do? xD

    I'm sure you'll be okay, just bring dhide + max mage defence and some brews/sharks, should be able to tank it.
