Hul11 is bad evading

Why you think they are ban evading (just an IP audit match is NOT ENOUGH!) :
He's been acting weird in the Skype convo and when I looked into it his Skype name matches the name of a banned Sythe user.
I do believe he is using a VPN, not sure.
