How To Remove Recovery Questions

on the locked account recovery do i fill out the recovery answers i already know or do i select I do not recognize or I did not set recoveries

Can you recover an account with old recovery answers? like my new recoverys just set in. if the person i bought the account for used old answers would it still be recoverable?

Anyone know how to recover an account if you don't have the linked email account + it never brings you to manual recovery, only gives you 6 attempts for the email then says wait an hour to try again? Someone stole my account and I have no way to get it back now...
