At my school if you're even caught on a website that has been blocked, you get banned from all computer privelges.

 

no not generally. CMD is one of those "under the skin" programs that help to run and bypass applications. Its also the old school way of opening programs (ancient computers). CMD is on EVERY computer and since it doesnt go thru an internet browser they cant detect it, unless they watch you on ur screen.
