How to make video with censor ?

I want to post some videos and block out some stuff for the entire duration of the video. Is there a specific video editing software that people use to do this?

I see many videos where people faces are blurred and thats what I am looking to do. But the videos that I am posting on the internet is in game related MMO and wish to hide the name.
