How do I dispute a paypal payment *Please Assist*

i was buying RSGP for $62USD worth. and then this scammer RunFlat pmed me saying he added me to MSN. my $81BND is equal to 62$USD which is my two days working hour to earned it and he scammed me just like that. i was too stupid to believe the 40+Vouches that he had, didnt expect turns out fake.

so, he told me to went first and i asked him to bring his character to meet me up so then once payment done, he can send me the RSGP. so i went first and after i sent it, he told me nonesense say he havent receive and need to double check manually..and then*PUFF* OFFLINE.

now, I need step by step instructions on how to dispute the payment so I can get my money back.

from the view, what are the chances of me getting my $62USD back? please assist me.

EDIT: transaction being made thru my credit card (not the remaining balance in paypal) and also i chose under "OTHER" while selecting the payment reason

If you payed in gift its impossible,
if you didn't just google how to dispute a paypal payment

 

You need to visit the resolution center on paypal and click dispute transaction.

It's close to impossible for you to get the money back. Paypal doesn't protect the buyer when buying virtual goods because there is no way for paypal to ensure that the seller did or did not deliver, therefore they will not reverse any transaction under those terms.
