It definitely wouldn't hurt to create another one and give it a crack. Just take a lot of caution knowing your funds could be held at any time.

Changing Names/Fake I.Ds don't help at all. An old buddy of mine (Surround Sound) got limited a few too many times, and whenever he made a PayPal account he'd get limited. I mean sure you can try a proxy or whatever, but it's still risky.

 

VPN could probably help but owell, paypal is a bitch like always.
