Home IP already registered?

[A friend]

Hi I've never used a bot before, and I do not believe anyone in my household plays runescape, but I signed up to create an account and it said my ip already appears to be registered. I believe this is my first time being on this website.
I am using my phone to register, could that be a problem?

Yes you must register with your home IP.
