What if a service owner is hiring another service owner to do a customers job?

I myself have a questing service and I have been added by about 4 or 5 other quest service owners that ask me to do their customers quests.

My question now is: what if service owner (1) hires service owner (2) to do the desired job, but service owner (2) scams?

I know the deal with networks is that if, for example, I start a network of quest service owners and one of my 'workers' would scam someone, that I would be responsible for hiring that worker. Does this also apply to my question?

 

Party 1 hires Party 2 to do a job for Party 3. If Party 2 scams, then Party 1 can seek repayment from Party 2, but is still obligated to complete the service or provide a refund to Party 3.
