Heroes' Quest question

[Apith]

I can't find it on RSwiki or Runehq.

If I complete heroes' now, would I be able to help a friend when he needs it?

I'm in the phoenix gang, I read on rswiki you can if you were in the black arm but I'm in the phoenix gang. I just want to be sure if I can.

Anyone know?
