Help with downloading

[Night Fox6928]

so I moved, no internet now, except the public library internet. i'm trying to download movies/games, but I think they blocked it on their end (like most libraries i would think). is there any way to get past this so i can download?

I'm using bitcomet.

I may be wrong but can't you get on a proxy to bypass this?

Buy a VPN or Seedbox or something..
