HELP with 3v prepaid voucher

i am thinking about buying this, but is it just a voucher u type into ur paypal acc and done or do u have to get a card first?

 

When a 3V Voucher is purchased at a PayPoint retailer, a prepaid Visa number associated with that Voucher is created automatically. When you activate your 3V Voucher on this site, the 3V Visa Number will be displayed on screen. At the same time, the security details for your Visa number will be sent to your email address.

To receive the Visa number associated with your Voucher, you must have access to a valid email account and be 16 years old or older. If you are under 16, your Voucher must be activated on your behalf by someone who is 16 years old or older.

Use your 3V Visa Number (and the security details) to shop online, by mail order or by phone. Select Visa when you pay and enter the 3V Visa Number with the security details.
