Help recovering account please

Hey want to buy a account off someone who has let me do a recovery test before I purchase via PA. He has literally given me ALL the info which he has used himself to recover an hour later.
Why can I not recover it? I don't feel safe buying even with recover test so I need to make sure it goes through. I know original IP is important but I know other buyers who have been able to recover purchased accounts from other sides of the earth. I actually live kinda close I think to the seller anyway.
Does anyone have ANY tips because I want to purchase it.

 

The original owner of the account can ALWAYS hack/recover it back anytime he wants. Sorry but no account is safe.

 

Yeah I know but I trust the owner. All I want to know is how I can recover it as well. I have all the information he has but I still can't

 

You won't be able to unless you have an IP that's in the same location as his. It's more than having the info, the IP is most important of all. In some cases, using a VPN or a proxy will make the recovery work, but if you need to use a proxy in order to recover your account, it's not secure.

That or he's giving you the wrong info/holding out on you

 

Its not about the information you have its about the I.P the account was created in mate.

 

Thanks for the replies, but what about people buying accounts from people in different countries and being able to recover without VPN?

 

It really just depends on the account. If it's an account with a lot of 99s, Jagex gives its appeals greater attention, so they're more likely to deny them. A lot of it is just random though, maybe it has to do with the creation country

 

I wouldnt buy it if you are having second thoughts on the matter but thats just my opinion.Hopefully the seller is trustable enough not to recover.
