Help opening compile.bat?

Reading the tutorials, it states that you need to open compile.bat, and make it open with notepad, and pasting in the script.

For some reason, I have no option to open it with anything, and when I click on it, it says,

"'javac' is not reconized as an internal or external command, operational program or batch file.

Press any key to continue..."

Did I download the wrong WinRar? If so, could you direct me to which one I should download? Thanks in advance!
