Help I Have The .ink Virus

I am running XP on an older PC and seem to have gotten this .ink virus. Syster will not allow me to access anything except Internet. Unable to make any commands in Run, nor open ant antivirus software. Will not allow downloads as well. Kinda stuck here and not very computer literate.
