tiger9110 has been very cooperative, was trying to genuinely help, however at the last step needed we found out that the PayPal needs to be made in the US.

I gave him my apple user + pass, sent him $4, and trusted him the whole way. He sent the money back and everything after it didn't work.

So if anyone that is verified from the US could still help, please add me.

I highly doubt it will work for me. Mine was MADE in the US, but I used a Canadian address so I didn't have to verify my account. If you'd like to try I can, but I don't think it will work.

No, PayPal is legit. Go to Store > View account > Edit Payment Info > and check Paypal.
