    yeah file a claim on paypal he shud get chargedback if he doesnt pay in like 2 weeks u can up it to a legal CLAIM then he'll have to pay u ur money back and money in other stuff as well. u have enough evidence to win the dispute so ur good to go just file the claim, paypal will probrably rule in ur favor, even if u say that u violated the STEAM TOS, so did nabil so its even.

    paypal cudnt have rejected his claim yet cause it hasnt even been a week since the trade happened.. and he didnt get the 4 digit because u admitted that u didnt GIVE HIM A 4 DIGIT.

    the case is being REVIEWED but its as good as won on my side, they won't give u your money back because your a legit scammer and i have legit proof. cant believe people even believe you.

    Just hope your paypal is funded by a credit/debit card, then call your bank and reverse the payment, they should be able to do that for you.

    I'm assuming you actually got scammed and not just making this up.
