Have I just been scammed?

A little over a month ago, I bought an account off of a seller with over 700 vouches and $500 donor. Seller says he is original owner. I spent over a week contacting with him but he says he could not recover the account and has retried unlocking the account 3 times to no avail. Today, I tried pming him but no response. About a little over a week ago the account was locked because Jagex thinks the account was stolen. Everytime I tried to log into the account, I would be denied because it was locked. Just today, I tried logging in, but this time, it says "invalid credentials". I also checked the character's name on high scores but says the name does not exist. All of this sounds way too suspicious to me. Do you think I just became a victim of his scam? Plz help!
