After getting on Bawsz teamviewer, I was shown photos of the last logged on IP. Guided claimed it didn't match his IP but after running a check there is indeed IP matches not to mention the account was cleaned and none of the stats changed.

None of the stats even slighly resembled those of the requirements for lost city which means the quest wasn't even attempted.

Banning him, thanks for all the help Bawsz.
