Reporting Ayy for Scamming $90

Explanation of the trade: I was buying $200 in Graphics for a site I was making, in which he was creating the whole design along with all media advertisement (avatars, banners, youtube banner, logos, thread layouts, etc).
How they scammed: I paid $100 upfront, and I was going to pay $100 after all the work was completed. Since he wasn't delivering what my partners and I wanted, and he was taking way too long (he said he would finish a banner/avatar in 5-6 hours, couldn't complete it in 3 days), we decided to tell him we did not want his services. Since he did a bit of work on our avatar and banner, we decided it was fair to let him keep $10, which he agreed to and said he would refund me when his BTC guy replied. I asked him on Wednesday, he didn't reply, I asked him again on Thursday, he said he would have it by Friday. On friday he said wait till night time, and he hasn't replied at all today to me. One would assume he could be offline, but I had my friend message him from a different skype account and he replied to that asking what service he required, meaning he has been ignoring me.

Another user contacted me about a macbook Ayy was selling yesterday, and as routine, he's delaying and ignoring requests. I've pmed him yesterday and messaged him on skype about the issue and he has ignored it, as per his routine.
