got fked over by arcus gold

well i recently bought 20m from arcusgold website and the site had a 20m delivery post so i said ok i whent to site from sythe ofc anyways after buyign the 20m they say we cant deliver now maybe 1-2 hours i say wtf site says 20 mins , then she does a refund without me asking for it and my country does not allow refund to bank from other contrys dominican republic paypal isnt asociated with my bank so basically im going to lose my money ? ....
