Good stats for F2P Pking?

    Good stats for F2P Pking?
    What is the best level range for pking in F2P? and what is a good build for that level? I was thinking 70-99-40 w/ 45 Prayer at around 95 cb but I'm looking for suggestions. I want to clan and solo PK.

    Don't recommend P2P because I don't find it fun to hit be by 60+ hits out of nowhere. ;)
