Rid has a free powerminer. Wont bank but it wont get you banned either.

Only free miner I can recommend to you.

Just use some Powerbot or RSbuddy script. I used something called WorldMinerPro, got me 64 mining. But I wouldn't recommend a free script if you're going for 99, you're better off investing for a 99.

 

There are quite a few decent ones on RSBuddy by Pardigram that are free.
