Getting call from goldsites

So I tried buying some gold off a website and they wanted to confirm it through a call.
I was cool with it, gave them my number and waited for a call.
After about 20 minutes they still didn't call me and the guy from the live chat said they can't connect to my phone or something.

I asked for a refund and received my money back, but I still don't know why they couldn't call me..
Do I have to do something for them to call me? I already added the dutch country code +31 to my number, is there something else I have to do?

Like, say my number is 0612345678.
The dutch country code is +31, making my number +31612345678.
Is that all I have to do? Or do I have to add something else too?

The +31 is the country-code and the rest is normal mobile nr.

So could be their fault, maybe outage on a local provider

Not sure, they usually only ever call the first time you purchase so you can prove that you're the owner of the paypal/debit or credit card in order to avoid chargebacks. They also sometimes check whether you're 18 but they usually tell you to send a photo of your ID and the photo of the payment card being used. Your best place to buy gold would be here on Sythe.
