Here is a great post I found on the Official RS forums.

In my opinion, It's coming back without a doubt.

Not shutting down... no. But Jagex is starting to move away from Runescape, because of financial reasons.
Let me all tell you something, we all know there are less players today then there was like 3 or 4 years ago.
Just last year Jagex released the Skill Dungeoneering, a skill which essentially incorporates every skill in Runescape, people who master that skill prove to be true masters of Runescape itself. It is pretty much the endgame for skills. (This doesn't mean Jagex can't implement more skills, but I doubt we will see another one any time soon.)
Meanwhile, Jagex has been much more lenient on autoers by giving them exp rollbacks, this is an indication that they wish to keep players in the game, while still punishing rule-breakers. They are losing players, and by not banning players they are making more revenue. Call it "good business".
Now, JAgex has announced they are bringing back the Wilderness and free trade. It is no secret that a lot of players left when these things were removed, Jagex knows this, and with the decreasing player base Jagex is looking for more ways to bring back more players.
I Jagex doesn't get the results they want from the referendum, and not enough players come back or start playing... then we will likely see Runescape start to die off, very slowly. Eventually we would see less updates, quest lines ending, etc.
There would be no point in funding a dying game, Jagex would have no choice but to pull their resources from the game, the company would have to downsize either way though. While Runescape servers would still be up for a long time even after Jagex stops regularly working on Runescape, we would see it die off as more players leave and lose interest
In my opinion, It's coming back without a doubt.
