Freewrite thoughts and opinions

Doing a freewrite on this AP prompt, I am not too entirely sure what I think of it yet and what I can write about, need some helps brainstorming ideas for both pros and cons.

Just need ideas on pros and cons and then a final decision on which side. I'm thinking there is probably more bad it could do then good (speaking from an economic standpoint).
